I read somewhere that modeling clay has been recognized as the best development toy ever. My daughter Paula and I quite agree, but only if we think of marble as an exception.
A geometric figure is the best tool for developing the attention of a child. A child learns to distinguish simple forms earlier than more difficult objects, and figures are an abstract symbol which can be turned into anything.
